Rwanda's telecoms regulator, the Rwanda Utilities Regulatory Agency has announced plans for a fourth mobile network operators license for the country. The formal details have yet to be announced, and the license wont be offered until market conditions enable it.
The regulator said that it would use subscriber sign-ups by the newest entrant, Tigo as a reference point for the fourth license. The regulator is said to have already set aside the radio spectrum and reserved the numbering blocks pending the announcement.
The country ended last year with 2.93 million subscribers, representing a population penetration level of 31.2%
Based on figures from the Mobile World analysts, the market shares of the three incumbent operators are: MTN RwandaCell (58%); Rwandatel (39%) and Tigo (3%)
